I am trying to troubleshoot our cat NRR40 lift truck Ser# 2nl01400, the problem is that i cant lift or lower the forks. The motor isnt turning on when it should, however when it starts up it the motor turns on for a second, and if you manually close the contactors you can make it work. The hydraulic driver board has an led that comes on when you try to lift or lower. But the power panel driver led does not. I have swapped the hydraulic driver, power panel driver, and vehicle manager with known good items out of one of our other lift trucks and the problem persists.

Carl i really appreciate your help, i got into the handle and noticed i had a broken wire #15 im sure thats the broblem as 15 and 1 are the lift switch wires. Do you have an email where i can reach you at i have a few other problems with these lift trucks (we have 3)
Carl, i appreciate your reply, test I17 was a failure it is showing down in both directions, not sure how to proceed however.
Did you check switch S21 (lower) to see if it is activated by chance before S20 (lift) is activated. Input test I17. How about Ouput test O02 which is the P (lift) contactor test.
May be cable from Manager to power panel driver board?
