jerking/pulsing

I am having issues with jerking in forward and reverse. This only happens if you fully open the acceleration. If you start out slow and work your way gradually to full speed then it does not happen. Or after getting to a certain speed the jerking stops. I have been throwing parts at it off an old scrap 3020-30 truck that I have and had no luck. I have changed the POT, REC 3 & 4, TRANSISTOR, TRACTION CONTROL CARD, and CAPACITORS, but still have the same issue.

Any advice on where to go next?
