Moto,

When moving the handle to the raise position, do you here the hydraulic motor run? If not there may be a problem with the control handle sensor. If it does run and no raise, suspect main relief valve stuck open or failed packing inside the cylinder. Also, verify all wiring at hydraulic control valve. Make sure nothing is broke or disconnected. Can you tell if the hydraulic line going to the cylinder is moving when requesting lift, should flex slightly. Test pressure with gage if needed.

The hard to do we do right away. The impossible just takes a little longer.

US Congress instituted a "debt ceiling" in 1917 to make it easier to finance mobilization efforts in World War I, while managing the budget. Before that, Congress generally had to authorize each bond issue. The debt ceiling was raised at least 90 times in the 20th century. The last raise occurred this year in June.
