The truck will not start and can't find values to set tps

A 51-7 code is flat battery. But if you have just changed the fuel filter on the diesel, check the wiring harness near the filter going to the throttle solenoid as this gets moved each time you do the filter. Unplug the solenoid and clean the plug.
