hydraulics stopped working

I had the forks up about 14 feet trying to lift a pallet but it would not lift. I lowered the forks but would not lift again without a load. Fluid has been leaking lately. I checked the fluid and it was a little low. I added fluid back to acceptable range but it still does not lift. Also will not tilt.
It doesn't even make a sound when trying to operate the hydraulic lift. Its just dead.

Fact of the week
The Horsey Horseless was an early automobile prototype invented in 1899 by Uriah Smith, a Seventh-day Adventist preacher, in Battle Creek, Michigan. A wooden horse head and neck was attached to the front of the vehicle, as it was believed to prevent frightening horses on the road.
