When operating, will the lift travel freely or does it feel like the brakes are dragging? When you release the accelerator, does the lift stop quickly? If it does, check to make sure the brake pedal and linkage are not sticking. Also check the parking brake linkage and cables, they will rust and become damaged over time. Should all this check good and wheel turns when lift is raised and parking brake released, suspect failed master cylinder. Good Luck
