Forward/reverse issue

Hello all!

I just picked up an old propane c500 fork lift.
The engine runs fine but with the accelerator to the floor it just barely creeps along in low range. From what I understand is has the hydratork transmission.

I'm an automotive tech, but this system is kind of foreign to me.
Any thoughts?

There is a dip stick on the drive axle. This is for the transmission. Check the fluid level with the truck idling. It uses Dexron trans fluid.

Follow the brake line that goes to the transmission. It leads to a valve that releases the trans pressure. It is activated by what looks like a wheel cylinder. It has springs in there that that break and won't let the valve close.
