engine backfires through the exhaust when shut off have replaces pick up and module in distributor cap rotor wires and plugs even replaced muffler

head has been off and had a valve job

Try cleaning the head using sea foam or an equivalent product. Sounds like you have carbon build up in the valve train. You can also use plain water in a spray bottle.
