ahhh, sorry i was mistaken, i was thinking it was the cap. Some of them can be tricky :o)
Yeah that sounds a bit odd, most distributors have either a bracket with a bolt holding them down or some sort of clamp on the older ones i remember.
If this is a plug as you say can it be removed? See if that frees it up? It could be like a detent type plug that works like a set screw?

it's either going to be a clip or a screw that hold the cap on.
the clip is obvious, once you pop the clip off the cap flange it falls out of the way
as for the screw type, alot of caps that use the screw method have a retainer holding the screw onto the cap so it wont fall out, some are simply just a rod with a bent end to catch underneath on a ledge so when you turn the screw it just unlocks.
If your having trouble getting the cap off make sure the screw is actually all the way out, if it is the bent rod type make sure it is off of the ledge it catches, otherwise it may just be a tight fit and bumping it to one side may get it to come off.

Fact of the week
In 1923, French tennis player René Lacoste was promised a crocodile leather suitcase by his captain if he won his next match. He lost the match but won the nickname "the crocodile" which he had sown onto his tennis attire. Ten years later he launched the first polo shirt and Lacoste, the first brand to feature a logo on its clothing.
