Brakes stuck

Ive had intermittent problems with the brakes sticking on this truck but now they are stuck and I cannot get them to unstick.

Truck is trying to drive but the brkes are holding it, I have oil flow through the brake valve down to the motors but I have no adaptors to check the pressure.

Can any body tell me the pressures, if the pressure is down am i looking at a new pump or is there a valve that could be bad?
