Brakes sticking

Can anyone give me any advice. Cgc25 brakes sticking very bad especially when turning steering wheel until forklift warms up then works fine. Parking in my non heated garage. Temp is around 30s and 40s.

I believe that unit has an 85% valve and 15% valve in line to and from master cylinder
The master cylinder gets its fluid from steering
Thru the 85% valve the 15% valve holds pressure on shoes all the time ,yeah not the best system I would check the 15% valve
It will be in lines right under floor plate is it possible to give serial number ?
