WP 2000 Series What is a tiller switch

I have a WP 2040 (as best as I can tell as I don't have the info plate) that has no forward or reverse with no flashing LED. I have checked all the wires, The Handle Switches or what I've seen called Brake interlock switches and the wires that go down to the EMB but I have no Idea what the tiller switch is to diagnose that as the schematic shows that it is what releases the brake. I'm not sure if this is the problem but I don't know where else to look other than a bad controller.

That is what I figured but I wasn't sure. They both tested fine including the wiring leading to the controller. This pallet jack has me stumped...well on going for months while the poor guys at our other terminal are busting their butts using regular pallet jacks on insanely heavy pallets. I fear it's the controller and with the real good possibility that the charger is shot too, this thing is becoming a very expensive fix.

Tiller switch is the switch or sensor at the base off the handle
