Won’t move

Hey guys just bought this older Clark 500 not running... got her running real good went to drive it and it barley Moves. A zip tie would act as a wheel chock. Jacked it up and all seems to work fine hi low fwd and back.... inching valve seems fine because when I have it in the air and press the clutch the wheels slow down. Tranny issue or converter? What can I test to get me in the right direction thanksss

Oil is full and clean with new filter

I would check tranny oil first at diff dip stick be sure it is full use dextron ,
