wont go forward and back

my electric pallet jack will not go forward and back unless pull it or push it to get it going even then it is real slow it has new batteries and is charged. i can hear it clicking but wont go

If forcing the motor to turn gets it running again, even poorly, that usually indicates bad motor brushes. It's important to stop using the motor when this happens because it doesn't take long to burn up the commutator and then you've got to replace the motor.
Remove the brush cover and inspect the brushes.
