Will lose throttle response at times

I have a Yale MPB040-EN24T2748!0, serial number B827N05372Z that will lose throttle response when at full throttle, mainly when going forks first. It will coast until you let all the way off the throttle. Then it will begin travel again in whatever direction is chosen. I have tried three Zapi modules and two control cards(whole handle assemblies) from sister trucks with the same response. I see no blips when I moniter on the handset. I checked the wires for shorts and opens but that was with the lift sitting still. Any ideas? I will be going after wiring harnesses next unless someone has any other experience with something like this.
