Update/replace fuel system

I have a FGC30K serial number AF83D00425 forklift.
It has been worked on by over 4 local repair facilities the past 10 years. Nobody can fix this thing. We are on our third starter for poor starts. I believe every component has been replaced.

I want to completely gut the fuel system and go back to a cable activated throttle body. It has a 4G64 engine. I believe around a 2003 model year.

I had looked at a conversion kit however that does not include rev limiter and linkage etc.

If anyone has any advice on what I would need to backdate this thing I would appreciate it. THANK YOU!
