Unit Bucks under light acceleration

fc4525--50 ac drive motor, regular pump and steer motor. unit bucks forward and reverse when under light acceleration with or without a load
i have replaced the access 3 traction controler
accelerator pot and switch
brake switches
encoder in drive motor
checked wiring between encoder connector and main connector on traction controller--pass
battery doesn't lose more than 4 volts while driving
battery is out of unit and still has same issue
had code 314 very rarely, hasn't come back on since encoder replacement

have an update for this, I have replaced the traction motor now and still have the problem present. Here is some new data
the ECR supply voltage is 11.3v
the ECR channel A voltage and B voltage are all over the place ranging from 1-10volts
but here is the weird thing and what I think it means
when the unit occasionally sits and I measure voltage coming of the ECR channel A & B wires (2 different volt meters) i get 10v on both wires, I now believe the controller is bad. (bad grounding internally??)
Anyone know of any tests for the controller that may be performed to confirm some suspensions
