Unable to manually lower my JLG4394RT

Has anyone seen this before, the emergency lowering valve and cable have been replaced? But the platform cannot be lowered manually, the lift works on hydraulic operation

Thanks for the input, but we found that it was mounted correctly, but that it was necessary to lubricate the inner liner with a relatively thick oil. That solved it and the platform can be emergency lowered by anyone without using too much force...

the cable could need adjusting, not sure there could be multiple reasons. Do you have a manual for it? If not go to (Scrid) and type in the model number, a french version is free with ads but you can translate it. this may help
