traction surging

This is an 01 not 02.
replaced A faulty power limiter and all is good. But now truck has a surge when slightly pushing fwd or revers. If push pedal a little harder runs fine. Only happens when trying to creep. Drive seems to pulse on and off for first few degrease of travel control... could the traction control also be faulty? Have about 11 kpa difference when reading z and y. And throttle control has 5 kpa difference when e and f pressures reading. Im thinking a faulty servo or a possibly faulty power limiter although its brand new fitted today...
