Traction motor runs machine slowly

Machine moves slow both directions; motor rpm low. Swapped controller, pot, motor and did a motor lead bypass with jumper cables. At full throttle, motor/controller has 9 volts across it F and R, field has about 3.5 volts. Working machine has almost full batt volts across motor/ 3.5 volts on field at full throttle. No fault codes.
