Toyota 7FGU30 code 9,11,14

Good morning everyone. I am having issues with a Toyota 7FGU30 not starting. It's flashing 13 times then repeats 9,11 and 14. We're getting fuel and spark. It is a fly by wire system. But the butterfly valve in the carb is not opening when the pedal is pressed. Any info at help would be greatly appreciated.

I am also having trouble with a 7FGU30. This one flashes code 9. It will start and idle but there is no throttle. One flow chart says replace 'vehicle speed controller'.?? is that the one under the right step??That one worked on a different truck.
