Toyota 13Z Diesel inline 6 7FDAU50 #60071 inj. pump timing

OK having a problem with a toyota 7FDAU50 with a 13Z diesel inline 6 cylinder. had to have the injection pump rebuilt, now upon installing the rebuilt pump it has a rough idle. surges until you give it a hair little bit of throttle and then it smoothes out. when i timed the injection pump with the rest of the timing gears i was able to line up all the timing marks (0,1,2,3) except for the injection pump. #2 on the injection pump and idler gear had to be advanced by 2 teeth inorder to get the ~.060'' at TDC for book specs. when aligned all together straight up exactly as book calls for the unit will not start. advance it 2 teeth and start right up. BUT, after it starts and you give a little throttle bump, on idle down it sometimes kills engine and sometimes not. sounds like a timing issue still. tried adjusting the pump a little bit with no such luck of getting rid of the up and down rough idle. please help with any advice!!!!

ok had the injectors sent out as well as injection pump to double check proper operation. injectors were all stuck open!! injection pump was tested and told good to go. put everything back in the truck and starts easy peasy. EXCEPT, now i am having a problem with a slight surge down at lower rpms. i adjusted the idle up and all went away but it does seem like a higher rpm idle ~ 950-1000rpms. when NOT applying any throttle at all and trying to use the steering the engine dies. using lift is ok. when using tilt, side shift and this carriage has individual fork positioners, the engine dies sometimes. i found an old service gram FS06-001 that specifies a different injection pump and different injectors to be replaced. also it specifies that when timing you time to.039-.041" so i retimed to said specs with original rebuilt injection pump and rebuilt injectors, no changes in operation. we are at elevation so i did try to advance a little bit but still with no changes and always wanting to kill the engine when trying to steer. boss is breathing down my neck on this unit so please help me out quickly on this guys! does the engine still have same , or better power? what was the original symptom? there are very few good rebuilders for this denso pump, had a problem like this before and had to send pump to another rebuilder as the injection pump was not rebuilt right
