Cat v50b mast will not descend the lower 2/3rds

Does the mast On a v50b Cat have a lockout to prevent it being lowered , I can't get the mast to lower beyond 2/3rds height after fully raising it.
Does it have any sort of safety feature that I have forgotten about as it's been in the barn for ten or so years and can't be sure if I have used it at that height before.

Thank you for your advice.
No load on the forks , it's empty, just too high to safely load.
I will put a chain hoist onto it and see if we can give it some love !

nothing special about these, they lower using gravity, no power assist.
do you have a load on it? or does it just do this with no load?
i would check the mast channels and rollers but i'd bet the packing is just tight and the cylinders are getting stuck.
bet if you get some weight on it it will come down.
