Increasing governed speed

Just purchased this ( CLARK GTS30D ) fork 2nd hand and its max speed is set too low, it barely gets to 10km/h, it has an electronic throttle which pulls the throttle lever on the injection pump.
Has anyone had experience adjusting these?
