CAT - Telehandler 417C "Boom Extension stops immediately after 5cm"

Experts, I need your assistance on mentioned machine that whenever boom reached around 5 cm all hydraulic functions disable unless override button pushed to operate any function ( boom lower, out triggers up/down,,etc)

it may have a safety system that is disabling the operation because it thinks there is an unsafe condition. If this unit has a operator display does it show any alert icon's lit up? do you hear any alarms when this happens?

It may be that the machine is not level and the level sensor is disabling the hydraulics when you extend the boom past the safety switch, or that the outriggers have to be deployed before it will allow the boom to operate properly.
