K1 relay is mounted near the control handle and power amps. But if you can find a steer controller to test with that is probably your problem
Where is the K1 relay located? Wiring is good

A code 61 is a steering error, outside of the steel brushes being bad the relay on the steer controller may not be closing causing the problem. Probably the relay is bad or wiring to the steer controller.
