4g64 woodward regulator electronic throttle & governor.
Forklift starts fine, idles fine, as long as the throttle is pressed down all the way for over a second check engine light comes on, and it seems like to put the lift in a limp mode, governor will not let throttle open 100%, there were a few occations, when throttle was completely pressed and no check engine lights come on after start up, everything runs 100% normal until ignition key switch cycle on/off again.
