Linde L16 S/N: W4X372U04484 year 2007 Lowering problem

Dear All,
I have a problem with my Linde L16 S/N: W4X372U04484 year 2007, the problem is when lowering the fork, its very slow, almost not lowering.
Lifting is good, traction and steering also good.
i check with LTD, in LLC27 there is NO error code, lift Parameter in window7 of LTD is:
vFDn :0.36
PrVa :0.64
PS1p :0.030
Ipwm :0.75
when i lowering the potentiometer, and i check window5 of LTD (valve and contactor output), i got:
x02: pulse ratio proportional valve is 640,
thats mean this proportional valve suppos to be open around 60% and the output voltage should be 14.4 vdc
but when i check the actual voltage on proportional valve for lowering is only 2,8 vdc. so the fork lowering is very slow.
Can anyone help me please?
i already tried to replace all hydraulic device (hydraulic pump, controlvalve, solenoide valve, coil) but still can't solved the problem.
i need your advice please...

Mr Robjob, thank you very much for your reply. Do you mean the line break safety inside the cylinder at bottom side, i never check this line break safety device, but i think this safety valve is still good, because, when i inject 12 volts through the proportional valve 2Y3 the speed of lowering is very fast. Anyway, i will check its. thank you

My two cents might be a little late but if you've tested your 2B4 for correct function and it still doesn't work I would check the line break safety valves in the cylinders. If one of them is weak lifting won't be affected but lowering would be real slow.

Lowering is realized by tiller potentiometer (2B4), no tiller button, no lever. Without initial lift, Without platform, load was not influence on the lowering speed.

Is the lowering realized by tiller button or the lever in chassy or both?
Do you have initial lift? How does it behave?
Does the load influence on the lowering speed?

Well the truck, although looks simple, has many options and is pretty sophisticated.
Please, let know the answers for above questions, I will look into my "external memory" ;-) , perhaps, will find something.

yes actually i can adjust lowering speed using LTD in window 7 (lift parameter)
PrVa: max. pulse ratio of the proportional valve
at this parameter, i already adjusted to maximum value (0.64)
if i reduce this value, the output voltage on proportional valve also reduced.
The LLC, i already tried to replace with another LLC but still same problem.
Any other suggestion sir?

Well, I don't remember much about this truck, but as far as I remember you can adjust the lowering speed using LTD through the control module.

Does the truck react on such adjustments?
If not, it may mean that there's some problem with the controller.
