Does anyone know if a VCM p/n 16a36-40010, or 29310fk114 can be tested and by whom, or can one be purchased preprogramed.

Have to be bought from the factory. The 16A number is not the correct Mitsubishi number.

I took pin voltage measurement at the VCM, w/ the key on, machine not running, and connectors attached to the VCM. Additionally I checked them w/ the F/R lever in all 3 positions, does anyone know the voltage reading should be?

could check with flight systems the do controllers and such website is www dot fsip dot biz not sure wha ttheir # is offhand but them might be able to point you in the right direction,they are located in Mechanicsburg PA. Know they do GE and curtis controllers.
