Pace one g2 speed limiter

It is installed on a 7FGCU70 Toyota with a Cascade paper roll clamp. It has been installed over a year now. Having a driveability issue. When the lift is at WOT and running the hydraulics and working the inching pedal as if you are going into pick up a roll or stacking a roll you lose throttle. This last anywhere from 1 to 2 seconds. I know it is losing throttle because I have my laptop hooked up to the Impco fuel system and I am watching my FPPS values and they go an Idle value. I have reset Idle and WOT values several times. I have also reset all my kp ki & kd settings. this makes no difference. I have swapped out the Pace ECM with a spare. Also I have hooked the lift back up with the Pace system unplugged and the lift performs normally. The Pace one system is not setting a code for over voltage which would cause this. Anybody with any ideas would be greatlt appriciated.

Has this been going on ever since the pace unit was installed or is it something that has just happened lately?
I am betting the wire harness was added in a manner that pulls on the wires when the pedal is pushed to WOT by foot, which is just a bit more than when you push the pedal by hand. Confirm the wire harness does not route under or pull on the accel pedal linkage at all. if that doesn't cure it, then swap pieces of the harness from the accel pedal to the pace unit. in my experience this has been caused by not allowing enough wire length in the harness before cutting into the OEM harness to tie into/add the Pace unit.
