Taylor -Dunn Tugger with Sevcon control

I have a used TD model C4-25 "huskey" tugger (SN:153074)that I bought from a wholesaler. When it came in the battery was 100% discharged so we did not know that that the machine would not drive in fwd or rev. I now have a 100% charged battery and all the auxilliarry functions like lights and BUA work but is still does not drive!. The machine has a Sevcon control. After a reasonable amount of time troubleshooting the problem the consensus was that the accelerator assy was no good and we replaced that. However the problem still exists and now the hr meter shows a code PEP 4.9. Our shop does not work on many Sevcon systems.
We are trying to get to the bottom of the problem with out having to replace all the parts one at a time.
1.) Is the Sevcon system the system that the OEM reguarly equips this machine with? This came out of Allison Transmission and I'm not sure that it is not a "special"
2.) Anyone out there have an electronic version of the shop manual?
3.) Anyone recognize the PEP 4.9 error code?
4.) What is the proper procedure for checking the motor with direct battery power?
The wholesaler wants to support us but we need figure out what is the problem.

Do you kow what model sevcon controller is fitted. There is usually a fault led on the controller. it will flash with a fault code.
