Have this code C-28 and cannot get things to work at all sometimes, and sometimes travels slow. machine will work ok at times anyone have answers for this condition

Common problem, coupled with the slow travel I suspect bad main harness. Pull off the tiller/handle, check for the harness rubbing on the frame, and shorting out very very common issue. Might need to fully replace the harness if bad enough.
Check emergency switch first,
A bad lift selinoid will cause this. K10 Relay f'd.
k10 contactor is in closed position. its welded sometimes and also check the ptc resistor if its hot sometimes it is due to the contactors closed before you switch on the truck.
i would start with the battery
check each battery individually and check the cables between them
I would check the emergency switch near where the battery plugs in.
