Impco C250A regulator "POWER RAM" operation

I think Power Ram is a vacuum operated enrichment system for the C250A regulator. The only enrichment process that makes sense is an increase in gas pressure. As engine rpm increases vacuum, pressure increases above the 1-1/2 psi base regulation pressure. I dont see it as some kind of internal lock-off device.
Am I correct?
