E C9-1 error code and no start

Can someone help me I'm stumped. I got a Toyota coding out E C9-1. Flipped through the manual the code doesn't exist. Checked all my fuses all fuses are good. Checked wires, no obvious damage. I have voltage going to the coil pack but not ignition signal. Changed the cam sensor because it wasn't reading when I turned the engine manually. I also have a good ground on the engine block. None of the spark plugs sparked

Code C9-1 is for Forward Shift Solenoid Relay Error. (I had to look in the 2017 and newer repair manual to find this code). It doesn't say whether this will cause a crank no start condition.....
