Steering issue

I have a FB-18mh-2

Ok so I have a very hard steering wheel. It's a electric forklift.
So I pulled the panels and the steer cylinder is moving but I don't hear the motor turning on. So I'm assuming That's why the steering is so hard. I'm trying to figure out how the motor is activated to see if it's a wiring or control issue or a bad motor or pump.

Everything else on forklift works fine.

I can't find a manual and the dealer said it would have to come straight from komatsu and could be a few months.
