Slow tilt

I changed hoses and thought the problem was in the valve. When tilting back it tilts fine but tilt forward it only tilts when the accelerator is hit and it sounds like its dead headed. Ordered a new valve from the dealer and replaced it. Having the same problem. Any help would be appreciated.

The hoses i replaced work fine. I hooked it to a sister truck thats two digits off on serial number and the problem occurs with it.
