Hyster J1.8XNT (K160) - No steering or tilt back

Hello, I have a 2009 Hyster J1.8XNT with a weird fault.

It was originally reported to be have no traction or hydraulics with the following error codes;

Error 33029 (CAN Communication Failure - VSM to Pump)
Error 12592 (Motor Controller Capacitor Failure - Capacitor Charge)

The truck was tested and this was put down to a faulty pump controller (swapped controllers between sister machines and the fault swapped across). A replacement controller was fitted, first a TVH ser/ex unit and then a TVH new unit. Both replacement controllers fixed the fault, the truck now has no fault codes and it drives however it has have no steering or tilt back.

If you crack a service (lift up, for example) to get the pump spinning, they both work however neither will work without operating another hydraulic service.

Any ideas? Have been told the controller is plug and play.
