Not enough power at wheels for VERY SLIGHT INCLINE

Hello There,
I just purchased a used Genie Scissor Lift at an auction, every thing seems to work fine however it will not go up a very slight incline (Engine seems to run great).
Model # GS-2668
Serial# GS6805-44399
Gas engine or Propane
3300 hours on meter

on flat ground it seems to drive ok, is there some way to check each drive motor and the hyd. pump? or any ideas on what to check?
