Need assistance and guidance with electric tractor

Im very new to forklifts but have done some work on them wiring related. I am struggling with a electric tractor which moves cargo. I dont have a diagnostic test unit and would love to acquire one as my client is offering me the work.
As it stand i have a non runner Linde tractor. I will try to add an image as i see the part no of my unit is not listed.
My current conditions are
- Machine not moving
- Tortoise mode light on instrument illuminated
- No alternating between tortoise mode and rabbit mode
- Service book or book flashing on instrument.

I have checked all fuses but i am not able to go further. Is there anyone that can assist me please id gladly appreciate. Maybe some guidance on unit?
