will not travel high speed

GLC050VXNVSE083 serial A910V08611D F2

No codes. Recent cylinder head job and tune up. Runs perfect. Except when traveling across the warehouse its as if the governor activates at a lower RPM then it should and the truck just slowly makes it way along. Yet when in neutral it'll rev up to where you'd expect it to without issue. Anyone with ideas?
