Replaced water pump, truck will not start.

I have a Doosan G25E, that I had to replace the water pump on, and now it will not start. There is no spark coming out of the coil.(Checked w/ inline spark tester.) Had to remove the timing covers to get the water pump off, as it covers the water pump bolts. Also I had to remove the crankshaft pulley to get the bottom cover off. I am getting less than 10volts coming out of the coil harness connector and relay. The battery is good and fulley charged. I did not touch the timing belts and the crankshaft pulley only goes on one way( as it has a dow pin.) All of the grounds have checked out fine so far. Need help, thanks.
