spectrum fuel system

I'm working on a 2005 S155XL2,4.3 chev with spectrum 2 fuel system. The idle speed is to high, removing throttle cable doesn't help, jump pins a/d in diagnostic connector and the mil just flash's steady. I do not have the pieces to hook up a lap top. Any suggestions before I start swapping parts.
