Brake pedal goes to the floor at times.

25LC-7A, setial number HHKHHC08EF0000808
Unit has wet brakes and the pedal will, at times, go to the floor. I also noticed that if you hold pressure on the brake pedal, it will slowly go to the floor. We've put an aftermarket master cylinder on it, with little to no change. I am in ther process of getting a Hyundai cylinder. Any chance the problem could be in the brake pads or wheel cylinders?

Wheel cylinders fail often. Check for leak stripes on the brake drum, brake fluid takes paint off so should be easy to see. Did you bench bleed the master prior to install? Could have air in the system
