burst valve on hydraulic cylinders

Hi everyone,
I heard that there is a regulation\obligation that demands burst valve installation on lifting hydraulic cylinders.
My question is, if this requirement apply in forklift hydraulic cylinders?
If positive please note known source\standard.

FYI. In the days before ( early 1980's & prior) multiple lift cylinder mast designs the max rate of decent in the event of a lift line rupture was controlled by a thing called a flow regulator valve located a the base of the lifting cylinder.

In the U.S.A., I believe, the standard used is in the ANSI standards for lift trucks. Not sure of the number. Found it. ANSI-B56.1
