The motor does not turn off the power steering and brakes

When you turn on the power steering and the brake does not work, you must touch the steering wheel or the brake and the engine will not turn off.
Turns off only at restart.

Steering wheel, brake pedal switch checked.
The control unit checked the engine and checked the engine brakes (checked on the working forklift ).
Motor checked (checked on a working forklift ).

From the working forklift I put the control unit and the motor - problems.
