Shorted control board

Hi all, I am working on Cat ep18t-36a serial number 6mm00837. The circuit that powers the conrtol board is blowing the in line fuse. The board looks perfect, and there is no short befor the board.
A cat tech looked at it and said the board was bad and not available so I'm looking for advice on determining if it is the control board or if ther may be another problem. Thanks
