Just a follow up. I resolved the issue by removing the potting compound from SOL3 which exposes the spring tension adjusters. I then backed the adjusters off a bit (about 1/4 turn) while cycling the reach. When the carriage stopped raising, I stopped adjusting. I then set the prop valve (SOL 2) according to the manual.

I threw some epoxy in the valve where I had removed the factory epoxy and let that set up.

So basically I adjusted the non-adjustable relief valve.

Instead of removing this post, I'll leave it up in case someone else has this issue.

Saved me over 500 bucks to replace SOL3 :)
