Does this truck have old school contactors in the rear counterweight? I've seen the springs in the contactor assy's get weak & the current draw across the contact tips keeps the contactors engaged after the magnetism has gone away.

I've seen dealers (IMHO) not correct issues in the hope you'll trade in older units so they can give you scrap value for your lift
