I'm not so sure with the vsm completely disconnected and you have continuity between 7 and 10 means it's bad. I would do a bench test with a 12 volt battery, wire, and a 25 amp fuse. Wire up pins 7 and 10 with fused wires, connect it to the battery and see if the fuse blows. If so then that will prove its bad.
