1st thing is to confirm you have a good battery, and the battery is not loosing voltage under load. read "at rest" voltage and hydraulic stall (not more than 3 seconds max lift height stall, should not drop more than10% of "at rest" voltage").
Next is to confirm no shorts to frame from ANY power cable of less than 100K ohms.
